State/Regional Level:

The designated territory (organized by state/region/council etc.) can assume operational responsibility for the implementation at that level. The leaders should first delegate the “coordinator” responsibility to the appropriate office. Logical organizations may be religious groups, civic organizations and youth councils ... or others. An individual, or small group would be designated to implement the program. The designated responsible group (coordinator) would work with other appropriate offices, public and private national groups.

At the local level, the groups/organizations may enlist the involvement of volunteers, public and private service organizations, municipalities, etc. As an alternative to operational efforts, the coordinating group/person can simply be a catalyst to encourage operations at other levels, such as smaller regional clubs, councils, groups, etc. A logical manner of involvement may be for the national groups to simply encourage the promotion of the concept embodied in this book. This involvement can be done through workshops, seminars, lectures and other educational methods.

County or City Levels:

These groups, like the larger regional entities, can serve either at the operational level or as a spark to ignite the efforts of local public and private organizations. Local government agencies, could serve as sponsors of seminars, workshops and other educational sessions on how to implement this book.
